Children imprisoned in the Philippines are detained in squalid conditions, often dozens to a cell, leaving them at risk of assault or rape from guards and adult prisoners. The rape of children is one of the most deplorable crimes imaginable and when this happens to a child in government custody, the horror is compounded. In an undercover investigation of an on-going scandal People & Power uncovers horrific abuse of some of the country’s most vulnerable people. The Philippines government has promised to end the holding of juveniles in such jails, but as we find out they have failed to take action, meaning that thousands of children have continued to be beaten or sexually abused in police cells.
